It should be noted that any attacker that is even with or behind the ball is not in an offside position and may never be sanctioned for an offside offense.

传球的一刹那，接球队员与球平行，或者球比接球队员更靠近底线时，都不算越位。

所以楼主所说的情况，b比a更靠近底线，a传球给b，b就越位了。
