Looking at Rise of The Tomb Raider as another example and to simplify it further. The devs have announced 3 separate modes based on your TV'S resolution. These are: (from the other thread)

- 4K mode, the big resolution and developers made the optimal choices.

- 1080p high framerate mode, the game running at >45 FPS targeting 60.

- 1080p bells and whistles, 30 FPS locked with every processing technique pushed to the max.

有的，3DS一些游戏有3个模式
开3D-分辨率重视
用设置关3D-特效重视
用滑块关3D-帧数重视

对啊，所以我说，游戏机给几个套餐很正常，也体现了定制的优势，而PC那种选项任意搭配就不适合定制硬件了

More misinformation in your OP - Rise of The TombRaider has a high frame rate mode that is 1080p with unlocked framerate. The developer states it is at >45fps - not "targeting 60fps". The Dev never says that and I have no idea why the OP of the other thread is consistently pushing this
